The Federal Employee Program (FEP) is the Blue Cross and Blue Shield plan offered to federal employees, retirees and their families through the Federal Employees Health Benefits (FEHB) Program. It’s also called the Service Benefit Plan, and many members simply know it as FEP Blue.
Promises Dallas-Fort Worth is in network with Blue Cross Blue Shield, and our contract includes Federal BCBS. Because FEP benefits are set nationally, members in Texas follow the same plan rules as members with the same option anywhere else, which can make coverage easier to understand once you know which option you have.
How FEP Relates to Our Blue Cross Blue Shield Contract
FEP is administered through the network of local Blue Cross and Blue Shield companies, including Blue Cross and Blue Shield of Texas here. Our Blue Cross Blue Shield in-network agreement lists Federal BCBS, so FEP members may be able to use preferred, in-network benefits at our Lewisville facility, subject to plan terms and approval.
Your FEP Option Matters
FEP offers more than one plan option, and they treat providers differently:
- Standard Option generally offers more flexibility in choosing providers, with benefits for both preferred and non-preferred providers.
- Basic Option generally requires you to use preferred providers, with limited exceptions.
- FEP Blue Focus also generally requires preferred providers and has its own cost-sharing structure.
Network status matters most for Basic Option and FEP Blue Focus members, since those options generally limit coverage for non-preferred providers. Your option still shapes your copays, coinsurance and deductible. You’ll find your option name on your ID card and in the official plan brochure for the current year.
What FEP May Cover
Coverage depends on your option, medical necessity and required approvals. FEP may cover:
- Medical detox for supervised withdrawal management
- Residential treatment for substance use, mental health or co-occurring conditions
- Partial hospitalization (PHP) in person at our Lewisville campus
- Virtual intensive outpatient program (IOP) care for adults anywhere in Texas
FEP generally requires precertification or prior approval before inpatient and residential stays. The plan brochure for the current year lists which services need approval and how to request it.
FEP benefits apply to mental health care as well as substance use treatment. That matters for federal employees and retirees who are dealing with depression, anxiety, PTSD or another condition on its own, and for those facing both a mental health condition and substance use at the same time. Promises DFW admits adults for primary mental health treatment and offers dual diagnosis treatment for co-occurring conditions. Care often moves from a more intensive level to a less intensive one as symptoms improve, and each step may involve its own approval.
How to Verify Your FEP Benefits
Call the customer service number on the back of your FEP card and ask whether Promises Dallas-Fort Worth is a preferred provider, what your option pays for each level of care, and how precertification works. If you also have Medicare or another health plan, mention it, because that can change which plan pays first.

Frequently Asked Questions
Is FEP Blue the same as my local Blue Cross plan?
No. FEP is a separate national plan for federal employees and retirees, though it uses the Blue Cross and Blue Shield provider networks.
Will my federal agency know I used my benefits for rehab?
Claims are handled by the health plan, not your agency, and health information is protected by federal privacy law. Requesting leave is a separate process with its own paperwork.
Can I switch FEP options to change my rehab coverage?
Changes are generally limited to the annual Open Season or a qualifying life event. Compare the options in the plan brochure before making a change.
Does FEP cover family members?
If you’re enrolled in Self Plus One or Self and Family coverage, eligible family members have the same option benefits you do. A spouse or adult child can verify coverage with their own member ID.
